Event Report: The Institute of Geoeconomics Held Its Annual Forum and Geoeconomics Summit 2025

The Institute of Geoeconomics (IOG) hosted its annual forum, titled “The Shifting International Order and the Search for a New Paradigm,” on October 27, followed the next day by the Geoeconomics Summit 2025 – “The Changing Dynamics of Statecraft” event on October 28 at the Toranomon Hills Forum in Tokyo. Over the two days, approximately 550 participants — including 160 engaging online — attended discussions covering a wide range of political, economic, and international issues led by experts and policymakers from Japan and abroad.

The first day of the two-day event featured a keynote speech by the Minister of Economy, Trade and Industry Ryosei Akazawa titled “Japan-U.S. Tariff Negotiations and a Prescription for Japan’s Economic Revitalization.” Following his address, IOG Director Kazuto Suzuki joined Minister Akazawa in a dialogue on the inside story behind the Japan-U.S. tariff talks led under the former Ishiba administration.

The subsequent panel discussion, “How the Trump Administration Changed the World,” was moderated by Ken Jimbo, Executive Director of the International House of Japan. Panelists included Yuichi Hosoya, Head of IOG’s Europe & Americas Group; Naoko Eto, Head of the China Group; Kuniharu Kakihara, Head of the International Security Order Group; and Makoto Shiono, Head of the Emerging Technologies Group. A wide-ranging discussion took place amongst the panelists regarding shifts in the international order — including a comprehensive look at the Trump administration’s foreign policy, the evolution of U.S.–China relations and national defense strategy, and the emergence of new structures of power driven by technological competition.

A reception followed, where participants engaged in lively exchange. Interactive tools were also used to foster dialogue, making the evening a valuable occasion for deepening mutual understanding across multiple sectors.

The second day of the event brought together policymakers, scholars, and industry leaders from Japan and abroad for wide-ranging discussions on the practice of geoeconomics. The summit opened with a keynote address by Kenneth Weinstein, Japan Chair at the Hudson Institute. Subsequent panel speakers included Wendy Cutler, Senior Vice President at the Asia Society Policy Institute; David Feith, Senior Fellow at the Hudson Institute; and Tarun Chhabra, Head of National Security Policy at Anthropic.

Panels explored topics such as Japan–Europe cooperation within the CPTPP framework, U.S. and China policy, defense industry transformation, and the geoeconomic implications of AI. The summit drew a diverse audience consisting of government ministries, corporations, academia, and foreign diplomats, generating high-level discussions that reflected the growing global attention to geoeconomic strategy.
