アゼルバイジャン大統領選挙|選挙イヤー2024

昨年のナゴルノ=カラバフ紛争で勝利し、1月1日から同地域をアゼルバイジャンに編入することで永年にわたる領土問題を解決したアリエフ大統領が92%の得票を得て勝利した。形式的には7人の候補が出ていたが、実質的にアリエフ大統領の信任投票の色彩の濃い選挙であった。アリエフ大統領は2003年に就任して以来5度の大統領選に勝利、2016年の憲法改正で大統領任期は7年となり、2031年までの長期政権となる。アゼルバイジャンは豊富な石油と天然ガスから得られた富を軍事費に費やし、緊密な関係にあるトルコから輸入したドローン(バイラクタルTB2)を軸に戦い、アルメニアに対して勝利した。これによりコーカサス地方におけるアゼルバイジャンの影響力が増大し、アルメニアを見捨てる形となったロシアの影響力が低下する結果となった。こうした地政学的な変化と、対ロシア制裁によって欧州への天然ガスの輸出を強化したアリエフ大統領の支持は盤石であった。(鈴木一人)

Kazuto Suzuki is Professor of Science and Technology Policy at the Graduate School of Public Policy at the University of Tokyo, Japan. He graduated from the Department of International Relations, Ritsumeikan University, and received his Ph.D. from Sussex European Institute, University of Sussex, England. He has worked for the Fondation pour la recherche stratégique in Paris, France as an assistant researcher, as an Associate Professor at the University of Tsukuba from 2000 to 2008, and served as Professor of International Politics at Hokkaido University until 2020. He also spent one year at the School of Public and International Affairs at Princeton University from 2012 to 2013 as a visiting researcher. He served as an expert in the Panel of Experts for Iranian Sanction Committee under the United Nations Security Council from 2013 to July 2015.
