エルサルバドル大統領選|選挙イヤー2024

2月4日に行われたエルサルバドル大統領選は、憲法で1期5年と定められている大統領職の任期を、憲法裁判所の判事を更迭してまで憲法解釈を変更し、再選を可能とした現職のブケレ大統領が圧倒的な支持を受けて再選された。ブケレ大統領は、自ら「世界一クールな独裁者」を名乗り、逮捕状を請求しなくてもギャングのメンバーを逮捕するなど強権的な手法で治安回復を果たしたことで、国民の人気も高い。しかし、その治安政策の裏で多くの無実の人が冤罪で逮捕されるなどの問題もあり、その手法には疑問が付されている。世界で初めてビットコインを法定通貨にするなど、対米従属からの脱却と、エルサルバドル経済にとって重要である出稼ぎ労働者からの送金を容易にする政策などは国民に浸透しなかった。かつてフィリピンのドゥテルテ大統領が行った強権的な治安回復措置を範とし、習近平主席やプーチン大統領のように憲法の規定を超えて権力を維持する仕組みを導入するなど、民主主義と法の支配に対する挑戦が続いていることを印象付ける選挙となった。(鈴木一人)

Kazuto Suzuki is Professor of Science and Technology Policy at the Graduate School of Public Policy at the University of Tokyo, Japan. He graduated from the Department of International Relations, Ritsumeikan University, and received his Ph.D. from Sussex European Institute, University of Sussex, England. He has worked for the Fondation pour la recherche stratégique in Paris, France as an assistant researcher, as an Associate Professor at the University of Tsukuba from 2000 to 2008, and served as Professor of International Politics at Hokkaido University until 2020. He also spent one year at the School of Public and International Affairs at Princeton University from 2012 to 2013 as a visiting researcher. He served as an expert in the Panel of Experts for Iranian Sanction Committee under the United Nations Security Council from 2013 to July 2015.
