選挙解説(ヨルダン総選挙)

【解説】ヨルダンでは2022年に部族が中心となった政治から政党政治への移行を目指して選挙改革が行われたが、9月10日に行われた総選挙は新選挙法が適用される最初の選挙となった。新選挙法では138議席中、41議席が認可を受けた30の政党の間で争われた。また女性議員のクォータを15から18議席としている。しかし、残りの議席は地方の部族に手厚く配分され、政治活動が活発な都市部、とりわけパレスチナ難民が集中する地域の代表性は乏しい仕組みが残ったままである。投票率は32.25%であり、これまで5議席しかなかったムスリム同胞団系のIAFが31議席を獲得し、第一党になるという躍進を見せたが、議会の多数を得るには至らなかった。第二党の穏健王党派のNCPは21議席、中道リベラルのエラダ党が19議席を獲得し、諸派36議席、無所属31議席であり、既存政党の優位は変わらなかった。国王が首相任命権や議会解散権を持つなど強い権限のある現体制では議会の役割は小さい。しかし、IAFの躍進は、ガザ地区の武装集団ハマスとも関係のあるムスリム同胞団系の組織が、イスラエルに対する抗議デモを組織し、パレスチナ系の住民から支持を得た結果だと言える。選挙後にアブドラ二世国王はハサーウナ首相を解任し、ハッサンを首相に任命したが、閣僚は前政権からの横滑りで、テクノクラート中心の統治構造は大きく変わらなかった。(鈴木一人)
